Photoshop wizard who can do creepy photo retouching

Looking for a Photoshop wizard who can duplicate this sort of creepy photo retouching. (example 2.) Give me a bid per photo. (This is a personal project for a personal site, not a corporate job. As you can probably tell, I want to use these images for parody, so it'll be a fun project.)
