Programmer to create update-friendly web forms with exportable data

I need some support to create the following:
A secure Web form that accepts attachments and can be re-entered and edited again and again;
- and a Web page that lists the forms;
- with a notification system that e-mails a defined list of people when these forms are edited, telling them what the edits were;
- that pushes selected fields to a Google Calendar;
- ideally that can push selected fields to other media -- a Web page, Twitter, etc. This isn't mission critical and might be a later add-on.
We've taken things as far as we can with a mash-up of Google Forms, GCal, and Zapier, but everything we try seems to lack one or two critical components. We're now looking at starting fresh with a proper custom-baked solution. Interested in quotes; I'm at a university so we're not rolling in dough, but we also know that you get what you pay for. If you need to build from a foundation like MachForm that's fine, but the final solution needs to be something that we can pay for and own, not a subscription service.
