Simple HTML/javascript image portfolio

Specs in a nutshell:
- Fullscreen, touch-enabled carousels/sliders
- Nav with links to galleries, and outbound links (hamburger or similar on mobile)
- Web Fonts, unless it proves to affect loading time too much.
- Flat HTML/javascript, with whatever framework/preprocessors/static site generator you're comfortable with.
- Documentation/explanation of a few pieces that I may want to alter in the future.
I've managed to create the carousel using a variety of purchased or CC licensed packages, but the nav work has tripped me up, and I'd rather pay than put more ill-advised sweat into this.
Note: I'm not accustomed to writing specs/RFPs, feel free ask for more info if the above is less than informative. I probably left something out, and am even unsure if leaving the pay scale as "per your quote" is tacky.
