Wordpress expert needed for one-off project

So I wrote this free online language textbook about a year ago:

And despite my total neglect and leaving 5% of the content as just placeholders... it's getting some decent traffic, a couple hundred visitors a day and growing. And I've gotten emails thanking me for it, which is gratifying. But I don't really have the time or WP skill to wrap up the rest of my to-do list to really make it a finished project. Such as:
1. Improving the look and feel -- maybe picking a better theme (I couldn't find one for textbook-style content like this) or maybe just picking better fonts/spacing/layout. The site is pretty much all text and I want to keep it that way, but it could definitely look a lot cleaner and more readable than it is.
1a. Cleaning up the CSS -- I do have a single stylesheet but there's still too much lazy in-line formatting on top of that. I don't think I've been 100% consistent either about things like table styles, indents, german text in italics, etc. And I haven't done much at all about the mobile / tablet versions, though they seem to look ok with this standard theme.
2. Fixing broken links -- I moved the site from /wp to the root directory at some point, and also simplified the URL slugs, and I think I got most of the links fixed but not all of them.
3. Creating downloadable PDF versions of each section and the whole thing.
I've tried elance/odesk contractors but it just doesn't work, I have to be much more specific about all of the above ("make this margin 5%, change this link to xxx") to the point where I may as well figure it out myself. So I'm hoping there's someone on Metafilter who can approach it from a more holistic perspective.
You don't have to speak German and the few places where there's actual content missing will be my job to fill in. I just need someone who has built and maintained a lot of clean, attractive WP sites and knows how to come in and fix one.
Please send a proposed hourly or project rate and links to a couple other WP sites you've worked on. This site is a labor of love with no advertising or revenue model, so I probably can't justifying paying top commercial hourly rates, but I'm definitely willing to pay a fair rate for someone who's really qualified.
(And then we'll post it to Metafilter Projects and become famous -- that's how it works, right?)
