Need a Wordpress plugin developed

Please see here ... very specific Wordpress plugin need.
Obviously, given the nature of what the plugin would do, it would need to check user level and only let administrators run it.
Ideally, it would let me check one or more categories, specify a date range, then purge all posts in that/those category(ies) within that range.
