Contract: Rails developer for simple web app

I know, it's always "simple" until you get started . . .
I'm an individual looking for a Rails developer to implement my vision for a web application with small amounts of AJAX. The spec is written and the XHTML templates are complete. A lot of the Rails infrastructure is already in place, as is the Postgres db the app will be using.
You'll be doing the part of the application that provides the core end-user experience; all user authentication, billing, administrative back-end, etc., is being done separately.
You:
-Have experience doing development in Rails and Postgresql and can show me something you've done.
-Are willing to sign an NDA, review the spec, and give me a realistic estimate and deadline. And then stick to them.
-Respond to most e-mails within 12 hours.
I'm in Toronto, but I don't care where you are as long as you're responsive to e-mail.
