Web developer (CMS)

Looking for someone who can build a CMS-site for us.
We want to build an easy to manage CMS website, with a blog, newsletter opt-in, some restriced areas (where visitors would have to give us an e-mail address before being able to download some information), RSS-feeds for the blog part, that sort of thing.
The lay out and design end will be handled by third parties, as well as a style sheet to base the website on, but we are looking for a tech person to execute these designs/style sheets rapidly and to spec into a functional website, while complying with current SEO techniques and accepted industry standards.
In the tag area, I mentioned Drupal and Joomla, but only because these terms are thrown around a lot by the people I contact. Other CMS-solutions would be fine, if you can explain us why. We have little or no in house technical knowledge, so be prepared to explain thoroughly!
Interested techies must be ready to show:
- portfolio
- references
- optimistic, can do personality
- familiarity with SEO best practices
- excellent communication skills, as most of the communication will be by e-mail or by Skype (unless you happen to live in Brussels, Belgium).
The work will have to be executed somewhere in November-December 2009. Projected scope: about 30-40 web pages.
