Rewrite a simple PHP application from scratch

I keep a booklist online and have since 2002. I have moved to a new host with a newer version of PHP that can't get this up and running. I'd like it to be rewritten so that it's current but basically does nearly the same things, or fixed so it works. You can see the tool at the above link. The tool also has a login, RSS feed, auto-generating next year's sidebar/monthly layout, edit a post, edit an author, and the features you see there. Nice-to-haves would be the ability to easily change the password and a few small layout changes that I can sketch out.
