Statistical research specialist (sort of)

Here's the job posting.
I work in the informatics group for Denver Public Health. The job title is "statistical research specialist", but the primary duties are slinging data round left and right. You can read the official words in the link above, but what we really need is someone who can wrangle data in SAS and SQL, and - perhaps most critically - who is accustomed to dealing with messy data.
You would get crazy bonus points from me if you could make really good forms in Access, could script in Python, knew your way around ArcGIS or EpiInfo or R, or were a nice person. But then... I don't have any authority over the hiring process.
