PHP Coder to convert/implement an administrative dashboard

We’re seeking a coder experienced with PHP7 including basic database functions to re-write in PHP7 an existing (PHP4) administrative dashboard for our image and video-hosting site. Via this administrative dashboard, users will log in and create/upload new content, assign properties to each piece of content that they update, and view reports.

All of these administrative functions are already well-defined from a business logic perspective in the existing system -- e.g., updating [this] database record, copy [that] file to a specific folder, output [some other] query results as a report. You would be responsible for implementing all of these functions in PHP7 via an HTML template; very little design work is expected as part of this project.

Candidates must have extensive experience with PHP7, especially performing operations against a MySQL database and outputting well-structured HTML via templates. The ideal candidate will also have experience implementing robust, gracefully-degrading file upload widgets and RTE (rich text editors).
