Contract UI Designer

Contract UI Designer required for internal Project Management and Accounting application. At this stage the application has been developed using a rough template - what we need is a designer to standardize and organize the look and feel of the application.
We are open to working with the contractor in two ways - either a designer that will present mockups that we will HTML and CSS code, or a preferably a designer/programmer who wishes to, or can directly code the CSS and HTML themselves.
We are hoping to partner with a forward thinking person that can work with the company in the future on a number of internal and external web applications. The aforementioned application is one that will continue to be built on and developed.
The application is built in PHP and is hosted internally.
