Video logger/editor in NYC

We have a 10-hour lecture on medical ethics, from a jewish perspective, that needs to be edited down into 15-minute chunks (or so). At the very least, we need someone to log and capture the tapes from MiniDV to DV format so we can edit in Final Cut Pro. If this person is able to edit, even better. If they can add some b-roll type footage (graphics, charts, powerpoints, etc), much better. If they can then convert to internet-ready formats, wowza.
They need to work quickly, be able to follow the material, at least enough to do the b-roll. We prefer someone in New York City.
payscale: About $1000, depending on what they can help with.
