Single audio transcription, 1h15m file

I have an .aiff recording of a liberal arts academic discussion in English that runs about 1hr. 20 min; I need the first 1 hour and 15 minutes transcribed into .txt or .doc. The speakers don't need to be identified or otherwise differentiated.
The pay would be $200, the equivalent of 4 hours of work at $25/hour or a little under $3/minute of recorded audio.
I need the transcription soon--a week would be ideal.
